NOTICE TO PROPERTY OWNERS, CONTRACTORS & DEVELOPERS
Of
Walker Lakeshores Landowners Association
All WLLA Property owners were notified that
effective July 26, 1993, Walker Lakeshores Landowners Association adopted a
procedure for the use of private roads for construction projects. The regulation was amended in March, 2001
due to changes in the law and became part of the Association’s Rules &
Regulations.
A $2000.00 Road & Clean-Up Bond is to be paid
to Walker Lakeshores Landowners Association prior to the start of any
construction, excavation, or alteration project which requires the use of heavy
equipment being brought into the WLLA community via roads that are maintained
by the Association.
The bond is
refundable, provided that all construction debris is removed and all damages to
Association roads, properties and/or easements is repaired and restored to its
original pre-construction condition.
The bond or a portion of the bond may be withheld by only if it becomes
necessary for WLLA to make repairs or clean up debris following the completion
of the project.
Due to the growing
number of property owners who ignore this rule, it has become necessary for the
board to institute a $2,500.00 fine for non-compliance. This fine is non-refundable and was
unanimously approved by the board at the November 13, 2004 Board of Directors
meeting. It becomes effective
immediately.
Failure
to pay the fine will result in a lien being placed on the property owner of
record responsible for the violation.
From The Road Committee
ALWAYS
have snow or all-weather
radial tires on your vehicle. Drive BELOW the posted speed
limit, which is 15 mph throughout most of our Walker Lake
Community. BE AWARE of plow trucks on the wrong side of the road
- they ALWAYS have the right of way. Icy conditions
are completely unpredictable. As the old saying goes, IF IN DOUBT,
DON'T GO OUT !!!!. If you positively must go out,
please be extremely cautious. Once you lose control of your
vehicle on ice, it is too late. Also, be extremely aware of other drivers
losing control of their vehicles. Always stay a safe
distance behind the car in front of you so that you have time to
react appropriately. When giving way to another vehicle be
aware of the gutters along side the road that may be covered with
snow and not visible, so that your vehicle does not get stuck in the snow
or ice. DON'T travel out in a blizzard. Your road may be
passable, however the odds are the rest of the roads won't be open until the
snow or sleet stops. DON'T expect the impossible. It's a good
idea to carry bags of sand or kitty litter in your vehicle to create
traction for your tires if you get stuck. Remember we are at 1430 feet ABOVE
sea level. Our Winter weather is colder and very often quite
different than that of Milford, Port Jervis or Middletown. The snow
and ice last longer at this higher elevation. Please heed these Winter driving
tips for the safety of everyone.

NOT BE CONTACTED TO PROVIDE EMERGENCY TOWING SERVICES!!!
A Report from the Treasurer
At the November Association meeting the Board voted to raise road assessments to help offset the costs of the recent road upgrades we have done as well as the increased costs of snow plowing and road maintenance. Effective Jan 2005 those who pay road assessments for less than 1 acre will be charged $250.00. Those property owners with between 1 and 2.2 acres will be charged $300.00 and those with more than 2.2 acres will be charged $500.
In addition, we
have had the first of the liens we requested reviewed by the Court and approved
and Judgments against property owners who have not paid their assessments
issued. We will be continuing to request liens over the next few months. If you
are interested in settling your back assessments before a lien is in place
please contact the office.
The Board was
presented with a Budget for 2005 at its December meeting. The budget will be
available for review in the office and will be posted on the web site once it
is approved. A review of the budget will show that we may still have some
shortfalls, which we hope will be covered by a higher percentage of people
paying their assessments.

YOUTH COMMITTEE
An idea was raised at the Board meeting in November to
initiate a Youth Night. We would like to form a Youth Committee. We need
volunteers. Activities may include videos, dance parties, etc. Any and all
ideas are welcome.
FROM THE WALKER LAKE WOMEN’S CLUB
In 2005 during January, February and March, meetings
will be held on the THIRD
Wednesday each month (weather permitting). Beginning
in April, meetings will be held the FIRST Wednesday each month for craftwork
and the THIRD Wednesday each month for
quilting. All are invited to attend.
THE RED HAT SOCIETY
After being
mentioned in the last newsletter, many folks asked what the Red Hat Society
was. Our community has its own chapter
named “THE RED HOT SEW ‘N’ SEWS”. “The Red Hat Society is
often referred to fondly as a ‘disorganization’, though we have been forced to
impart a degree of order to our operations. It was inadvertently begun by Sue
Cooper of Fullerton, CA when she and a few friends took inspiration from a
popular poem entitled “Warning” by Jenny Joseph which begins ‘When I am an old
woman…’. Since the poem mentions wearing a red hat and purple attire, she and
her friends formed a group that met on a regular basis for tea in their red
hats and purple dresses – in public of course.” (www.redhatsociety.com) Go to the web

ART HARVEST 2004
We had a
delightful time viewing artwork and chatting with our neighbors. At one point,
we counted 52 people in attendance. The very talented artists from our
community displayed woodwork, photography, paintings, jewelry, fused glass,
Holiday decorations, quilting and handwork. Those who had art for purchase were
very happy with their sales. The young folks happily went home with memory
scrapbooks, leis, ladybugs on wheels and drums, which they made at the Kidz
Krafts table. The food and libations, donated by many neighbors for the buffet,
was delectable. Items donated by the various artists for the Silent Auction
brought in $ , which was donated to
WLLA. Linda Ott won the door prize of a mini decorated Christmas tree donated
by Joann Gilliland. Many thanks to all of the folks helped with the organizing,
setting up and cleaning up. A grateful
thanks goes to Jan Poppendieck, organizer of Art Harvest 2003, for sharing her
guidance and notes from last year. We all look forward to Art Harvest 2005.
Letter To The Community
As a concerned
resident of Walker Lake for just 1 year I realize in order to maintain the
value of my investment I not only need to care for my private property, but I
need to care for our community and its resources. All you have to do is drive our
roads and see our lake to know where the assessments are spent. Without our
beautiful lake my house would be just another house in the woods. This requires money.
As an employee in
the WLLA office for 6 months I am surprised at how many of my neighbors are
indifferent to their obligations regarding Walker Lake.
The present Board
is doing everything they can to collect past due accounts and make everyone
aware of their financial responsibilities. It seems to me if everyone did the
right thing we may well afford a part time security force and perhaps hire part
time maintenance. In addition, we might be able to defer raising assessments if
those in arrears made good on their debt.
The 2005 invoices
will soon be mailed. The burden should not be borne solely by conscientious
property owners who consistently fulfill their obligations.
