NOTICE TO ALL MEMBERS AND PROPERTY OWNERS OF
WALKER LAKESHORES LANDOWNERS ASSOCIATION
Effective November 1, 2004, only vehicles which may be lawfully operated
on the public highways of the Commonwealth of Pennsylvania may be operated on
the roads, streets, drives and other rights-of-way owned or controlled by
Walker Lakeshores Landowners Association.
Such motor vehicles shall only be operated by drivers licensed to
operate motor vehicles on the said public highways.
Without limitation of the foregoing, the use of all terrain vehicles,
motor driven cycles, dune buggies, pocket bikes, golf carts, trail bikes,
snowmobiles, racing carts and vehicles of similar design or nature are
specifically prohibited from use on any lands owned, operated, controlled or
maintained by Walker Lakeshores Landowners Association.
Upon
written application substantiated with appropriate medical proof as required by
Walker Lakeshores Landowners Association, exceptions to the prohibition against
use of the aforesaid prohibited vehicles may be made for legitimate medical necessity.
Violations of the regulation shall result in the imposition of a
$100.00 fine for the first offense, a $200.00 fine for the second offense and a
$500.00 fine for each subsequent offense.
There have been numerous problems and
a steady stream of complaints to the Board of Directors from members of the
community concerning these recreational vehicles. The failure of some ATV
owners and drivers to comply with WLLA requirements to register their
vehicles with WLLA Office, as well as actions of several owners and
drivers has brought the WLLA Board to take this action. The WLLA Board
has every intention for citing violators, imposing a fine, and filing a lien on
property owners who choose not to pay the fine. Notices of fines will be
delivered in person or sent by registered mail.

Art Harvest 2004 will be held at the Clubhouse from 2:00 pm until 5:00 pm.
Start the Holidays off by greeting and meeting your neighbors at Walker Lake.
All Walker Lake artists are invited to display or perform. It’s a perfect time
to talk with the artists and each other. There will be Pottery, Photography,
Painting, Sculpture,Quilting and more! There will be a Kid’s Kraft table to
keep them entertained. Purchase art for Holiday presents and have a snack.

This year has seen
a substantial increase in payments of assessments as well as higher collections
of past due amounts. The Association has just filed the first of approximately
forty-five liens against property owners who have consistently refused to pay
their assessments. It is not fair to those who pay regularly to have others
choose to ignore their responsibilities.
We are in the
process of completing the budget for next year and will review the need to
raise assessments. There has been substantial work done this year on roads (we
borrowed $160,00 from Wayne Bank to do this) and the recent storms and rains
have caused additional expenses. There are also expenses related to the lake
but we have substantial reserves to cover those.
In keeping with my
promise I have placed half of all lake funds received this year into the Lake
Reserve account. The balance is currently nearly $125,000.
I would like to
suggest to people that they pay their past due balances before liens are in
place. Liens will affect credit ratings and the ability to secure loans, cars,
refinancing, etc. For those of you who have chosen to ignore your
responsibilities it is time to reconsider.

At the last Twin/Walker Creeks Watershed
Conservancy Board meeting, there was discussion about some confusion in the
Walker Lake community concerning the Conservancy. It was brought to the attention of the Conservancy that some
residents of Walker Lake think that the Twin/Walker Creeks Watershed
Conservancy is the same organization as the Walker Lake Landowners
Association. This confusion might occur
because the Twin/Walker Creeks Watershed Conservancy shares the same address as
the Landowner’s Association and conducts some Board meetings and the public
meetings at the Walker Lake clubhouse.
In addition, the Walker Lake Landowners Association has provided the
Twin/Walker Creeks Watershed Conservancy with space for our water-testing
laboratory.
However, the
Twin/Walker Creeks Watershed Conservancy is a 501 c 3 nonprofit organization
that conducts our activities with volunteers and no paid staff. Therefore, we utilize the address of the
Walker Lake offices to have our mail delivered. The Twin/Walker Creeks Watershed Conservancy’s mission is to
promote better understanding of the Twin/Walker Creeks watershed and its
ecosystems and to protect, restore and enhance the watershed through proper
management and watershed stewardship.
The Conservancy has achieved its mission through an annual water quality
monitoring, educational programs and a watershed assessment study.
We also appreciate
the financial assistance we receive from the Walker Lake Landowner’s
Association for our annual water quality monitoring of Walker Lake. We are currently developing a display for
the Conservancy and will unveil it on Election Day November 2 at the Shohola
Township Building to educate the residents of the watershed as well as recruit
new members.
The Septic System
Fact Sheet and Homeowner’s Septic System Checklist, funded by a grant from the
Canaan Valley Institute, are available from the Conservancy or you can access
them at our website at www.twcwc.com.
Our next public
meeting, “Conservation of Open Space” is Saturday, November 13 at 2 pm at the
Walker Lake clubhouse. Peter Pinchot,
grandson of Gifford Pinchot, will present information on the increasing
population growth in Pike County and what effects it is having on the area’s
water quality, wildlife, natural landscapes and rural towns and how adopting
innovative planning strategies we can protect our quality of life. We look forward to seeing you at the
meeting.

Twin/Walker Creeks Watershed Conservancy.
Your membership support will assist the Conservancy in continuing to
monitor the water quality of Walker Lake as well as protect the property values

SHORELINES ACCORDING TO THE GUIDELINES STATED BELOW. I RECEIVED A FAVORABLE REPLY, I WILL NOTIFY EACH OWNER BY
LETTER. EACH OWNER SHOULD PICK UP TWO
COPIES OF THEIR PLAN AT THE WLLA OFFICE DURING OFFICE HOURS. OWNERS SHOULD CONTACT THEIR CONTRACTOR AND
PROVIDE A COPY OF THIS PLAN TO OBTAIN BIDS AND BEGIN WORK. THE CONTRACTOR MUST HAVE THIS PLAN IN THEIR
POSSESSION ON THE WORK SITE. THE OWNER
MUST RETAIN A COPY OF THE PLAN AT THEIR LAKESIDE HOME. A THIRD COPY WILL BE KEPT ON FILE AT THE
OFFICE FOR PERUSAL BY OTHER GOVERNING AGENCIES.

We will be able to remove silt
from the shoreline. We have some decisions to make about silt removal. Any
owner may use a backhoe (only a backhoe) to enter the lakebed and remove silt
& debris down to the original surface of the lakebed. No machinery with blade or rake is
permitted. The silt has to be removed and placed in an area that is not
wetland, does not contain hydric soil or will not re-enter the lake. The
material may be trucked off site. If
placed on the owner's property, the location must be indicated on the Sediment
and Erosion Control Plan and this as filed.
Embedded rocks and tree stumps may not be removed. Loose logs, stumps and rocks may be removed
but the shoreline may not be altered.
Deer
As previously posted in the Pike County Dispatch, Game Wardens can now
issue a $100 per day fine for feeding deer. This has been added to the bear
management protocol. This is because placing food for deer also attracts bear.
Bird feeders also attract bear.
Leaves:
NO leaf burning at all. You must contact the Fire Department to obtain
permission.
WALKER LAKE WOMEN’S CLUB – 2004
In 2004 the Club finished the drapes for the
Clubhouse. Under the guidance of
Christine our ladies made beautiful Swarofski necklaces and earrings. These and many other crafts and quilting
projects were accomplished.
In
2005 during Jan., Feb., and Mar. the Club will meet on the third Wed. each
month. Beginning in April we will meet
the first Wed. each month for crafts and the third Wed. for quilting. We hope these new dates will be satisfactory
with everyone.
2004
found us joining the Red Hat Society.
We are known as the “Red Hat Sew ‘n Sews”. We have dined in several restaurants all done up in our red hats
and purple outfits. Of course, we
always find shops with interesting fabrics and red and purple apparel. It has been a lot of fun.
On
Mon., Dec. 6th, we will have our annual Christmas Luncheon at the
Clubhouse.
We
all look forward to the New Year and to the many new projects we will make and
things we will learn.
IMPORTANT!!
ALL PROPERTY OWNERS:
Shohola
Township has recently issued a new House Number & Road Signage Ordinance
which requires property owners to prominently display their “911” house
number. This will ensure that emergency
vehicles are able to respond in a timely fashion to fire, police & medical
emergencies. Copies of this ordinance
are on file at the WLLA Office, as well as the Shohola Township Office
building. This ordinance requires that
all property owners prominently display their “911” house number so that it is
visible from the road house numbers must be at least 4” in height. Over the next several months, WLLA will be
replacing road signs to comply with this ordinance.

reach numbers and current address information so that we can properly respond
to emergency situations ***
DUMPING OF GARBAGE
AT THE FIREHOUSE ON MAPLE DRIVE:
The
mesh bin located outside the firehouse on Maple Drive is for the collection of
aluminum cans only. It is illegal to
dump garbage and violators may be prosecuted.
The fire department is in the business of fighting fires and providing
emergency medical services, NOT getting rid of someone's garbage. Anyone with
information about the person(s) dumping their garbage bags alongside the
aluminum can bin please call 296-4436.
If possible, get a license plate number, make and color of vehicle.
